National Mainstream Project of a Sports Center as Progressive Content of the Potential for the Systemic Development of Physical Culture in Russia

Abstract:
It is noted that Russian President Vladimir Putin on December 3, 2024 instructed the government to create a national sports center on the basis of the Federal Scientific Center for Physical Culture and Sports. Purpose was to study the provisions of the National Center for Sports project as a progressive content of the potential for the development of physical culture in the Russian Federation and to determine the main parameters that will be used as a backbone link in a dynamic social system. Materials and research methods: in the process of work, methods of logical processing of information (distribution, grouping, comparison, generalization, abstraction) were used; retrospective, epistemological, system and content analyses; information compression; analytical forecasting; Information optimization. Results. Increasing the efficiency and reducing the time for the practical implementation of the scientists’ work results in the field of physical education and sports will be achieved, first of all, through the introduction of digital tools and services. They will ensure the systematization and effective use of information about each object and subject in the field of physical culture and sports. Improvement of management decision-making processes will take place through the development of technologies for collecting, processing and analyzing data, including the use of machine learning and artificial intelligence. Conclusion. The proposed tasks of the national center, causing the need for its functioning, are the following three modules: analytical activities in the field of physical culture and sports, including children's and youth sports; scientific and methodological support for the training of sports teams of the Russian Federation; increasing the efficiency and reducing the time for the practical implementation of the scientists’ work results in the field of physical education and sports. Scientific novelty. It is revealed that the project of the National Sports Center’s introduction provides the formation of a counterbalance to the "anti-point of no return" as a prerequisite for a steadily progressive and volumetric increase in the content of the awareness by the state institution of the material and financial investment contribution value power to the health of human capital and the concomitant expansion of the science intensity of the process support system, since, as the recent events with the launch of the "Hazel" have shown, the creative knowledge of human resources are capable of radically changing the global positions of confrontation. Practical significance: specialists in the field of physical culture and sports, especially those in managerial positions, should increase the emphasis on the distribution of the attitude to improving the personal scientometric component, which is a priority.
