Abstract:
The paper notes that the deep integration of physical education and health care at the national level involves the conjugation of the most effective, proven in practice, interrelated components of organizational forms, focused on achieving the optimal result of the reflected content. At the same time, it is important to choose the most parity structural element of the system, which, sometimes, creates a situation of making the right decision among the persons of the government apparatus. Purpose: to study the provisions reflecting the practical dilemmas of deep integration of physical education and health care at the national level, and to present the author's classification of views. It should be explained that the artificial classification of views, as a rule, is based on arbitrarily chosen features of the object, conveniently distinguishable for certain practical purposes. In natural classification, the maximum number of essential features of an object is determined by its position in the system. Materials and research methods: the main research methods were: logical processing of information (distribution, grouping, comparison, generalization); retrospective, epistemological, system and content analyses; information compression; analytical forecasting; optimization of information; systematization of knowledge. Results. Types of practical dilemmas of deep integration of physical education and health care at the national level can be: classical – a choice between two or more alternatives, the outcomes of which are either equally undesirable or equally favorable; ethical – when people are forced to choose between two morally justified options, but their ethical standards may contradict the established boundaries of business, government agency or law; moral – a situation in which a person is torn between good and evil and looks at the very essence of his moral principles, values and personal philosophy. Conclusion. The following phenomena of organizational forms can mainly appear as structural elements of the possible conjugation of progressive efforts of the state in the desired context: financing; Staffing; development of the infrastructure of the metropolis; relevant standards and regulations of programs and concepts; Mechanisms for minimizing project risks. Scientific novelty: the concept of "operational selectivity" of the participants’ emergent tasks implementation in the process is formulated, which assumes a reasonable variation of progressive-organizational forms and represents a figurative analogue of the phenomenon of visually perceptible visual frequency diagrams and equalizer (EQ) ranges. Practical significance: it is planned that the leadership in the field of physical culture will strengthen the use of the principle of "selective and operational regulation", taking into account the traditionally established national values of the state.
